Watercare Services Ltd - Papakura Water Treatment Plant – Construction Delivery Support project
Watercare Services required additional project engineering support to assist their project manager with the delivery of the new Papakura Water Treatment Plant, a critical piece of infrastructure designed to strengthen Auckland’s water supply resilience.
Challenge / Objective
Watercare Services required additional project engineering support to assist their project manager with the delivery of the new Papakura Water Treatment Plant, a critical piece of infrastructure designed to strengthen Auckland’s water supply resilience.
The project entered a particularly challenging phase during the height of the COVID-19 pandemic, with supply chain disruptions, labour constraints, and heightened health and safety requirements threatening progress. Watercare engaged Ramek to help stabilise and support delivery while maintaining the project’s expectations around quality, compliance, safety, and programme.
Our Approach
Ramek deployed an experienced project engineer who had previously worked within Watercare, bringing first-hand knowledge of Watercare’s standards, processes, and key personnel. This familiarity enabled immediate integration into the delivery team and strengthened communication across consultants, internal stakeholders, and construction partners.
One of Ramek’s primary responsibilities was the direct management of the main construction contractors, ensuring work was executed to the highest quality while maintaining programme momentum and cost discipline. Daily coordination, site monitoring, and regular quality inspections helped ensure each stage aligned with Watercare’s specifications, the relevant AS/NZS standards, and the project’s defined design criteria.
Where design amendments were needed, Ramek supported the process by reviewing technical details, identifying constructability considerations, and coordinating with designers to ensure solutions were robust, compliant, and practical.
Throughout delivery, Ramek’s consistent communication, engineering judgement, and structured reporting provided Watercare with confidence that key risks were being managed and that the project would progress despite the unprecedented challenges of the COVID environment.
